Interim Safety Standard for Cellulose Insulation

16 CFR Part 1209

16 CFR Part 1209 is Interim Safety Standard for Cellulose Insulation. To certify a product to it, 16 CFR 1110.11(a)(2) requires the rule to be stated separately on the certificate, written as "16 CFR Part 1209 — Interim Safety Standard for Cellulose Insulation", supported by testing from a laboratory CPSC has accepted for this rule. The eCFR records this part as last amended on 2017-03-07.

How to cite this on a certificate

16 CFR 1110.11(a)(2) requires each applicable rule to be stated separately. Listing it like this satisfies the form of the requirement:

16 CFR Part 1209 — Interim Safety Standard for Cellulose Insulation

Citing a rule does not make it applicable, and 16 CFR 1110.11(a)(2) asks for every applicable rule. Whether this one applies to your product depends on its materials, construction and intended user age, which is your determination to make.

Scope, from the regulation

(a) Scope. This part 1209, an interim consumer product safety standard, prescribes flame resistance and corrosiveness requirements for cellulose insulation that is a consumer product. The requirements are based upon the flame resistance and corrosiveness requirements of General Services Administration Specification HH-I-515D. (b) Application. This part 1209 shall apply to cellulose insulation that is a consumer product, that is, cellulose insulation produced or distributed for sale to, or for the personal use, consumption, or enjoyment of consumers in or around a permanent or temporary household or residence, a school, in recreation, or otherwise. The interim standard applies to cellulose insulation that is produced or distributed for sale
