What this service is
CertSeven checks whether a finished product certificate contains the seven content requirements of 16 CFR 1110.11(a), and can produce and host such a certificate at a signed URL. That is the whole of it.
What it is not
- Not legal advice. Whether a particular CPSC rule applies to your product depends on facts we do not have. We check that citations resolve to real parts of title 16 and that the required facts are present. We never determine applicability, and we never state that a certificate is compliant.
- Not testing or certification. We are not a laboratory and not a conformity assessment body. A certificate must rest on real testing that you have obtained.
- Not a customs filing. We do not transmit anything to CBP, ACE, or CPSC. Filing certificate data at entry is done by you or your customs broker.
Your responsibility
16 CFR 1110.15 provides that a finished product certifier may maintain an electronic certificate platform directly or through another entity, and that the certifier identified in 16 CFR 1110.7 remains legally responsible for the information in the certificate, including its validity, accuracy, completeness and availability. Publishing through CertSeven does not move that responsibility to us. You are responsible for the accuracy of everything you enter and for identifying every rule that applies to your product.
Availability and the link
A published certificate is contained in its own URL rather than in a database. Keep the link: it is the certificate, and we cannot reissue one we never stored. We give no uptime guarantee and no warranty that a certificate produced here will be accepted by any authority, broker, retailer or marketplace. Discontinuation is treated separately, below.
If we stop
A published certificate is read from its own link, so if this service ever shut down the links would stop resolving. Because 16 CFR 1110.13(c) puts the 24-hour availability duty on you, here is exactly what we commit to, and what we cannot.
What we commit to. If we discontinue the service, certificate links will keep resolving for at least twelve months from the announcement, and the announcement will be published on this site for that whole period.
What we cannot commit to. We keep no database and no customer list, so we cannot promise to reach you individually. We will ask our payment provider, who holds the order records, to pass on the notice, but that is a reasonable effort rather than a guarantee.
Which is why you should not depend on us. Every published certificate offers a standalone copy: a single file that opens offline in any browser, indefinitely. Download it when you publish and keep it with your records alongside the link. That copy is yours and survives anything that happens to this service.
Keeping the content current
The regulatory text quoted on this site is fetched from the eCFR and refreshed against the latest published issue. Regulations change: 16 CFR 1110 was itself restructured on 8 July 2026. We make no warranty that the quoted text is current at the moment you read it, and the eCFR is the authoritative source. Check it if anything matters to a decision you are making.
Refunds
A licence key that has not been used to publish a certificate can be refunded within 14 days. Once a certificate has been published the work has been delivered, so refunds are at our discretion.
Liability
To the extent permitted by law, our total liability is limited to the amount you paid. Nothing here excludes liability that cannot lawfully be excluded.
